Our Mission

Making Gary safe, livable, and clean is the overarching vision that guides all planning efforts. Planning encourages progressive land use decisions, consistently works to improve City of Gary ordinances and processes, and carefully reviews each development plan. We provide assistance to businesses, developers, and residents as they seek permits and licenses, develop site plans and start business operations so we can continue to rebuild and strengthen our City together.

Gary Redevelopment Commission
Under Indiana State Law, the Redevelopment Commission is the official body that approves redevelopment policy, awards bids, pays contractors, and administers tax increment financing (TIF).

  • Property Appraisal Procurement (4-6 Weeks)
  • Appraisal minimum value average of two appraisals
  • Gary Redevelopment Commission RFP (2 Weeks)
  • Gary Redevelopment Commission Meeting
  • Sealed Bid Proposal Submission (504 Broadway Suite 200 Gary, Indiana)
  • Bid Award
  • Contract Agreement (2 Weeks)
  • Property Transfer (1 Week)

Steps for Development Teams

  • RFP Preparation (4-6 Weeks - During Appraisal Procurement)
    •Develop Site Plan
    • Submit Zoning Report w/ Site Plan to Zoning Department ASAP
    • Develop Site Renderings
    • Financial Reference Letters
    • Proof of Funds, Financial Loan Approval
    • Develop Executive Summary Outlining Past Experience, # of Jobs & Project Construction Timeline
  • Respond to Gary Redevelopment RFP
  • Contract Agreement Negotiations (2 Weeks)
  • Construction Document Development
  • Site Plan Review for Construction w/ City of Gary (50% Construction Design Documents)
  • Property Closing / Transfer (1 Week)
  • Revise Construction Documents to Incorporate City of Gary Feedback
  • Submission of Construction Documents for Building Permit

Updated Land Disposition Workflow & Proposal Guidelines

Part 1: Disposition Process Workflow Steps

  1. Review available properties using Redevelopment Parcel Map. Found on gary.gov/redevelopment. You may need to check with zoning department for project area verification.
  2. Applicant Completes & Submits Online LOI Application. Detailed Project Narrative, required PINs or Acreage, and Development Timeline.
  3. Staff reviews application against Comprehensive Plan.
    Ensures alignment with City's long-term vision. May involve consult with planning and zoning department.
  4. Request permission to RFP property from the Gary Redevelopment Commission
    Request presented at public meeting.
    • Applicant completes Part 2 Application.
    • Submit non-refundable application fee.
  5. GRC Posts RFP for Acquisition.
    Publicly advertised for competitive bidding.
  6. Evaluate all bids received, GRC will pick the most responsive and responsible bidder. Evaluated against 'What We Look For' checklist.
  7. Gary Redevelopment Commission (GRC) Vote.
    Awards bid or denies all proposals.

    [Denied / No Bids] 30-Day Quiet Period.
    GRC can subsequently negotiate with any interested party.

    [Awarded] Land Closing & Title Transfer.
    Final legal documents executed and property deed transferred.

Part 2: Proposal Checklist (What We Look For)

We look for in a sound project proposal...

  1. Project Foundation
    · Detailed Site Plan & Land Use Diagram
    · Comprehensive Business Plan & Market Feasibility Study
    · Resumes, Portfolios, and Past Project References

  2. Financial and Investment Details
    · Project Pro-Forma (Intended Revenue & Operating Costs)
    · Detailed Capital Stack (Outline all funding sources: debt, equity, grants)
    · Specific identified gap (if applicable) and plans to address
    · Verification of Financial and Investment references
  3. Community and Economic Impact
    · Vision (Proposed Land Use, Estimated Project Cost)
    · Economic Benefits (# of Projected Permanent and Construction Jobs)
    · Detailed Project Execution Schedule and Milestones
    · New Section: Community Benefits Agreement (CBA) draft (if applicable) and explicit thoughtfulness to Local Community Needs

Additional Compliance Items

  • New Item: Current Good Standing with City Tax and Utility records.
  • New Item: Evidence of Development and/or Design Team qualifications.

*Note on Appraisals: Successful bidders may be required to cover a portion of city-ordered appraisal costs as part of the final closing process, as determined by GRC policy.
